Transportation over the Sea of Azov had been suspended since 10 July for safety reasons. In the Black Sea, grain exports were significantly disrupted by mutual attacks between Russia and Ukraine, while sea-based transit was not officially halted but reduced to a minimum. The attacks prompted both countries to seek alternative transport routes, negatively affecting grain sales revenues.

According to Reuters, the permit will be valid for the route from the Azov Sea to the Black Sea via the Kerch Strait until 15 November. Naval protection is also expected to be provided to commercial vessels in the Black Sea.
